- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, June 14, 2023 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck, DeSana. Absent: None. Excused: None. Representative Rheingans moved to adopt the meeting minutes from June 7, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4573 before the committee: HB 4573 (Rep. Glanville) A bill to amend 1966 PA 331, entitled "Community college act of 1966," by amending sections 161, 162, and 164 (MCL 389.161, 389.162, and 389.164), sections 161 and 162 as amended by 2015 PA 130 and section 164 as amended by 2018 PA 376. At 10:34 AM, the Chair laid the committee at ease. At 10:35 AM, Majority Vice Chair Rheingans called the committee back to order. Chair Glanville testified in support of HB 4573. Questions and discussion followed. At 10:40 AM, Majority Vice Chair Rheingans laid the committee at ease. At 10:40 AM, the Chair called the committee back to order. Brandy Johnson, President of the Michigan Community College Association, testified in support of HB 4573. Questions and discussion followed. Dr. Charles Lepper, President of Grand Rapids Community College, and Lisa Freiburger, Vice President of Finance and Administration, Grand Rapids Community College, testified in support of HB 4573. Questions and discussion followed. Chancellor Peter Provenzano, Oakland Community College, and Kristen Charlton, Economic and Workforce Development, Oakland Community College, testified in support of HB 4573.
