- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, June 20, 2023 9:00 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Koleszar. The Committee was meeting jointly with the Senate Education Committee. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: None. Excused: None. Representative Churches moved to adopt the meeting minutes from June 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4820 before the committee: HB 4820 (Rep. Skaggs) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1248 (MCL 380.1248), as added by 2011 PA 102. At 9:04 AM, the Chair laid the committee at ease. At 9:06 AM, the Chair called the committee back to order. Representative Skaggs testified in support of HB 4820. Questions and discussion followed. Tammy Daenzer, from the Michigan Education Association, testified in support of HB 4820. Jennifer Smith, from the Michigan Association of School Boards, testified in opposition of HB 4820. The Chair laid SB 359 before the committee: SB 359 (Sen. Chang) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1250 (MCL 380.1250), as amended by 2018 PA 601. Senator Chang testified in support of SB 359. Questions and discussion followed. The following people submitted a card in support of SB 359, but did not wish to speak: Todd Tennis, representing the AFT- Michigan. Jennifer Smith, representing the Michigan Association of School Boards. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Matt Schueller, representing the Michigan Association of Superintendents & Administrators. The following person submitted a card in opposition to SB 359, but did not wish to speak: Molly Macek, representing the Mackinac Center for Public Policy. Representative Weiss moved to report out SB 359 with recommendation. The motion prevailed 9-5-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4319 before the committee: HB 4319 (Rep. Witwer) A bill to amend 2020 PA 366, entitled "An act to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, or likeness rights," by amending section 10 (MCL 390.1740). Representative Weiss moved to refer HB 4319 to the Committee on Higher Education. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Nays: None. Pass: None. The Chair laid HB 4816 before the committee: HB 4816 (Rep. Wilson) A bill to prohibit high schools and certain athletic organizations from preventing high school student athletes in this state from receiving compensation for the use of their name, image, or likeness rights. Representative Glanville moved to refer HB 4816 to the Committee on Higher Education. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Churches moved to report out HB 4820 with recommendation, as substitute (H-1). The motion prevailed 9-5-0: FAVORABLE ROLL CALL Yeas: Reps.
