- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, June 21, 2023 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck, DeSana. Absent: None. Excused: None. Representative Rheingans moved to adopt the meeting minutes from June 14, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4573 before the committee: HB 4573 (Rep. Glanville) A bill to amend 1966 PA 331, entitled "Community college act of 1966," by amending sections 161, 162, and 164 (MCL 389.161, 389.162, and 389.164), sections 161 and 162 as amended by 2015 PA 130 and section 164 as amended by 2018 PA 376. Representative Koleszar moved to adopt substitute (H-1) to HB 4573. The motion prevailed 13-1-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck, DeSana. Nays: Rep. Paquette. Pass: None. Representative Hill moved to report out HB 4573 with recommendation, as substitute (H-1). The motion prevailed 13-1-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck, DeSana. Nays: Rep. Paquette. Pass: None. The following people submitted a card in support of HB 4573, but did not wish to speak: Brian Shoaf, representing the Detroit Regional Chamber. David Worthams, representing the Michigan Manufactures Association. At 10:41 PM, the Chair laid the committee at ease. At 10:44 PM, the Chair called the committee back to order. The Chair laid before the Committee a presentation on the monetization of the name, image, and likenesses of college athletes. Representative Witwer and Alexandra Breske, Michigan State University Assistant Athletic Director, Risk Management and Policy Forward, gave a presentation on the monetization of the name, image, and likenesses of college athletes. At 11:10 PM, the Chair laid the committee at ease. At 11:11 PM, the Chair called the committee back to order. Representative Wilson returned to answer questions from the Committee. Mark Uyl, MSHAA, gave a presentation on the monetization of the name, image, and likenesses of high school athletes. Questions and discussion followed.
