JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, June 21, 2023 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, BeGole, Prestin. Absent: Rep. Bezotte. Excused: Rep. Bezotte. Representative Breen moved to adopt the meeting minutes from June 14, 2023. There being no objection, the motion prevailed by unanimous consent. Representative Zorn moved to excuse Representative Bezotte from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4274 and HB 4275 before the committee: HB 4274 (Rep. O'Neal) A bill to amend 2000 PA 489, entitled "Michigan trust fund act," by amending section 2 (MCL 12.252), as amended by 2022 PA 83, and by adding sections 11a and 11b. HB 4275 (Rep. Tisdel) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 25 (MCL 205.75), as amended by 2021 PA 108. Representative Tisdel and Representative O'Neal testified in support of HB 4274 and HB 4275. Representative Byrnes moved to adopt substitute (H-1) to HB 4274. Brabec) A bill to amend 1988 PA 57, entitled "An act to provide for the incorporation by 2 or more municipalities of certain authorities for the purpose of providing emergency services to municipalities; to provide for the powers and duties of authorities and of certain state and local agencies and officers; to provide for certain condemnation proceedings; to provide for fees; to provide for the levy of property taxes for certain purposes; to authorize the issuance of bonds, notes, and other evidences of indebtedness; and to prescribe penalties and provide remedies," by amending section 2 (MCL 124.602).
