HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Thursday, June 22, 2023 3:45 PM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Paquette, Wendzel. Absent: Reps. Markkanen, Johnsen. Excused: Reps. Markkanen, Johnsen. Representative Weiss moved to adopt the meeting minutes from June 20, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4752 before the committee: HB 4752 (Rep. Koleszar) A bill to amend 1980 PA 300, entitled "The public school employees retirement act of 1979," by amending section 61 (MCL 38.1361), as amended by 2022 PA 184. At 3:51 PM, the Chair laid the committee at ease. At 3:52 PM, Majority Vice Chair Churches called the committee back to order. Representative Koleszar testified in support of HB 4752. Questions and discussion followed. At 4:01 PM, Majority Vice Chair Churches laid the committee at ease. At 4:02 PM, the Chair called the committee back to order. Erik Edoff, representing the Macomb Superintendent Association and the K12 Alliance of Michigan, testified in opposition to HB 4752. Mike Devault and Paul Bodiya, both representing the Macomb Intermediate School District, testified in opposition to HB 4752. Questions and discussion followed. Director Anthony Estell, representing the Michigan Office of Retirement Services, approached to answer questions on HB 4752. Mark Uyl, representing the Michigan High School Athletic Association, joined by John Thompson, representing Athletic Directors, both testified in support of HB 4752. Alicia Urbain, representing the Michigan Association of Public School Academies, testified in support of HB 4752. The following people submitted a card in opposition to HB 4752, but did not wish to speak: David Randels, representing Oakland Schools. Mike Latvis, representing the Wayne RESA. Mac Dashney, representing the Pupil Transportation Operation and Management Institute. Representative Greene moved to excuse Representatives Markkanen and Johnsen from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Koleszar adjourned the meeting at 4:46 PM.
