- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, June 22, 2023 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: None. Excused: None. Representative Koleszar moved to adopt the meeting minutes from June 15, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4231 and HB 4237 before the committee: HB 4231 (Rep. Hill) A bill to repeal 2011 PA 98, entitled "Fair and open competition in governmental construction act," (MCL 408.871 to 408.883). HB 4237 (Rep. Andrews) A bill to repeal 2015 PA 105, entitled "Local government labor regulatory limitation act," (MCL 123.1381 to 123.1396). Shane Hernandez and Jason Thomas, representing the Associated Builders and Contractors of Michigan, testified in opposition to HB 4231. Questions and discussion followed. Yannet Lathrop, representing the National Employment Law Project, testified in support of HB 4237. Questions and discussion followed. Dave Worthams, representing the Michigan Manufacturers Association, testified in opposition to HB 4237. Questions and discussion followed. Jeremy Garza, a Lansing City Councilmember, testified in support of HB 4231 and HB 4237. Questions and discussion followed. The following person submitted a card in support of HB 4231, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. Rheingans) A bill to amend 1947 PA 336, entitled "An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations," by amending section 1 (MCL 423.201), as amended by 2014 PA 414. SB 185 (Sen.
