- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, September 6, 2023 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: None. Excused: None. Representative Breen moved to adopt the meeting minutes from June 21, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4861 before the committee: HB 4861 (Rep. Snyder) A bill to require the state administrative board to release restrictions on real property in Muskegon County; to provide for the powers and duties of certain state departments in regard to the property; and to provide for disposition of revenue. Representative Snyder, Mark Eisenbarth, Muskegon County Administrator, Bridget Clark Whitney, President and CEO, Kids' Food Basket, and Scott Hogan, Muskegon County Attorney testified in support of HB 4861. Questions and discussion followed. The following person submitted a card with no position on HB 4861, but did not wish to speak: Neil DeSouza, representing the Michigan Department of Technology, Management and Budget. The Chair laid HB 4860 before the committee: HB 4860 (Rep. Mentzer) A bill to amend 1947 PA 359, entitled "The charter township act," by amending section 7 (MCL 42.7), as amended by 1992 PA 15. Representative Breen moved to adopt substitute (H-1) to HB 4860. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Nays: None. Pass: None. Representative Mentzer, Paul Gieleghem and Jack Dolan testified in support of HB 4860. Questions and discussion followed. The following person submitted a card in support of HB 4860, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. The Chair laid HB 4332 before the committee: HB 4332 (Rep. Whitsett) A bill to amend 1909 PA 279, entitled "The home rule city act," by amending section 4q (MCL 117.4q), as amended by 2013 PA 188. Hassan Beydoun, representing the City of Detroit, testified in support of HB 4332. Questions and discussion followed. David Bell, representing the City of Detroit, testified in support of HB 4332. Questions and discussion followed. The following person submitted a card in support of HB 4332, but did not wish to speak: Jonathan Greene, representing the City of Jackson. Representative Byrnes moved to report out HB 4332 with recommendation. The motion prevailed 8-0-5: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: None. Pass: Reps. Zorn, Paquette, Bezotte, BeGole, Prestin. There being no further business before the committee, Chair Fitzgerald adjourned the meeting at 1:04 PM.
