CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 6, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price, VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from June 21, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4926 before the committee: HB 4926 (Rep. Brenda Carter) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 14a (MCL 211.14a), as amended by 2022 PA 240. Representative Brenda Carter, Mike Johnston, representing the Michigan Manufacturers Association, and Peter Mormon and David Buick, representing the Michigan Department of Treasury testified in support of HB 4926. Questions and discussion followed. The following people submitted a card in support of HB 4926, but did not wish to speak: Jacob Manning, representing the Small Business Association of Michigan. Manny Lentine, representing the Michigan Assessors Association. Leah Robinson, representing the Michigan Chamber of Commerce. Tim Langholz, representing the National Federation of Independent Business. Judy Allen, representing the Michigan Townships Association. John LaMacchia, representing the Michigan Municipal League. Tabitha Zimny, representing the Michigan Area of United Ways. The following person submitted a card in opposition to HB 4926, but did not wish to speak: John Shay, representing the City of Wyoming. Representative Grant moved to report out HB 4926 with recommendation. The motion prevailed 7-0-5: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price. Nays: None. Pass: Reps. VanWoerkom, Markkanen, Outman, Tisdel, Hoadley. The Chair laid SB 55 before the committee: SB 55 (Sen. Chang) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending sections 7u and 53b (MCL 211.7u and 211.53b), section 7u as amended by 2020 PA 253 and section 53b as amended by 2022 PA 141. The following people submitted a card in support of SB 55, but did not wish to speak: Manny Lentine, representing the Michigan Assessors Association. Robb Kennedy, representing Michigan Community Action. Tom Hickson, representing the Michigan Catholic Conference. John LaMacchia, representing the Michigan Municipal League. Tabitha Zimny, representing the Michigan Area of United Ways. Representative Price moved to report out SB 55 with recommendation. The motion prevailed 11-0-1: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price, VanWoerkom, Markkanen, Tisdel, Hoadley. Nays: None. Pass: Rep. Outman.
