JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, September 12, 2023 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: Rep. Grant. Excused: Rep. Grant. The Chair laid HB 4618, SB 293 and SB 397 before the committee: HB 4618 (Rep. Coffia) A bill to amend 2011 PA 152, entitled "Publicly funded health insurance contribution act," by amending section 2 (MCL 15.562), as amended by 2013 PA 269. SB 293 (Sen. McDonald Rivet) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending sections 58, 58b, and 58c (MCL 125.1458, 125.1458b, and 125.1458c), sections 58 and 58c as amended by 2008 PA 216 and section 58b as amended by 2008 PA 244. SB 397 (Sen. Cavanagh) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 32 (MCL 125.1432), as amended by 2020 PA 73. Senator McDonald Rivet and Amy Hovey, the Michigan State Housing Development Authority Director, testified in support of SB 293. Questions and discussion followed. The following people submitted a card in support of SB 293, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. Heath B. Lowry, representing the Michigan Coalition to End Domestic and Sexual Violence. Jessica AcMoody, representing the Community Economic Development Association of Michigan. Ryan Knight, representing the Michigan Realtors. Evie Z. Sweeney, representing the Michigan Housing Council. Julie Cassidy, representing the Michigan League for Public Policy. Director Amy Hovey and Jeff Sykes, both representing the Michigan State Housing Development Authority, and Lauren Bohac, representing the Office of Senator Cavanagh, testified in support of SB 397. Questions and discussion followed. The following people submitted a card in support of SB 397, but did not wish to speak: Ryan Knight, representing the Michigan Realtors. Jessica AcMoody, representing the Community Economic Development Association of Michigan. Evie Z. Sweeney, representing the Michigan Housing Council. Representative Neeley moved to report out HB 4618 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Nays: None. Pass: None. Representative Hoskins offered the following amendment to SB 397: 1. Amend page 4, line 23, after "exceeding" by striking out "$7,000,000,000.00," and inserting "$10,000,000,000.00,". Representative Whitsett moved to adopt the amendment to SB 397. The motion prevailed 7- 5-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Nays: Reps. Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Pass: None. Representative Liberati moved to report SB 397 as amended, as substitute (H-1). The motion prevailed 7-5-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Nays: Reps. Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Pass: None. Chair Hoskins read a letter referring HBs 4818, 4878, 4891, and 4919 to the Economic Development and Small Business Subcommittee on Housing. Representative Miller moved to adopt the meeting minutes from June 13, 2023. There being no objection, the motion prevailed by unanimous consent. Representative Farhat moved to excuse Representative Grant from the meeting. There being no objection the motion prevailed by unanimous consent.
