CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, September 13, 2023 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck, DeSana. Absent: None. Excused: None. Representative Rheingans moved to adopt the meeting minutes from June 21, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4853 and HB 4854 before the committee: HB 4853 (Rep. Steckloff) A bill to amend 1976 PA 453, entitled "Elliott- Larsen civil rights act," by amending section 402 (MCL 37.2402), as amended by 2023 PA 6. HB 4854 (Rep. Scott) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1300. Representative Steckloff testified in support of HB 4853. Questions and discussion followed. Representative Scott testified in support of HB 4854. Questions and discussion followed. Nat Spurr, Vice Chair of the Anishinaabek Caucus of the Michigan Democratic Party, Nottawaseppi Huron Band of Potawatomi, testified in support of HB 4853 and HB 4854. Nicole Keway Biber, Treasurer of the Anishinaabek Caucus of the Michigan Democratic Party, Little Traverse Bay Band of Odawa, testified in support of HB 4853 and HB 4854. Mary Lee testified in support of HB 4853 and HB 4854. Ramona Henry testified in support of HB 4853 and HB 4854. Holly T. Bird, Attorney, testified in support of HB 4853 and HB 4854. Julie Dye, Anishinaabek Caucus Secretary, Pokagon Band Potawatomi Elder, testified in support of HB 4853 and HB 4854. Linda Cypret Kilbourne, representing the Michigan Coalition Against Racism in Sports and Media, testified in support of HB 4853 and HB 4854. Yvonne Moore testified in support of HB 4853.
