HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. JENNIFER CONLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, September 19, 2023 12:00 PM Room 327, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair Conlin. The Chair requested attendance be called: Present: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Markkanen, Bezotte, Martin, St. Germaine. Absent: None. Excused: None. Representative St. Germaine moved to adopt the meeting minutes from September 12, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 176, SB 330, SB 364 and HCR 4 before the committee: SB 176 (Sen. Santana) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2013 PA 161. SB 330 (Sen. Cavanagh) A bill to amend 1893 PA 206, entitled "The general property tax act," (MCL 211.1 to 211.155) by adding section 7c. SB 364 (Sen. Damoose) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 53b (MCL 211.53b), as amended by 2022 PA 141. HCR 4 (Rep. Conlin) A concurrent resolution to urge Congress to amend 38 USC § 5304 and 10 USC § 12316 to permit members of the United States reserves and National Guard to receive full or partial active service pay in tandem with disability compensation from the Department of Veterans Affairs. Representative T. Carter offered the following amendments to SB 176: 1. Amend page 2, line 15, after "The" by striking out "county treasurer shall cancel". 2. Amend page 2, line 16, after "act" by inserting "shall be canceled". Representative Coleman moved to adopt the amendments to SB 176. The motion prevailed 8- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Bezotte, St. Germaine. Nays: None. Pass: None. Representative Wegela moved to report out SB 176 with recommendation, as amended. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Bezotte, St. Germaine. Nays: None. Pass: None. Representative Stone offered the following amendments to SB 330: 1. Amend page 2, line 6, by striking out "as" and inserting "in a form and manner". 2. Amend page 2, line 8, after "occur" by inserting "on a property". 3. Amend page 2, line 8, after "years" by inserting "unless there is a reasonable belief that the property is ineligible for the exemption". Representative Coleman moved to adopt the amendments to SB 330. The motion prevailed 8- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Bezotte, St. Germaine. Nays: None. Pass: None. Representative Coleman moved to report out SB 330 with recommendation, as amended. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Bezotte, St. Germaine. Nays: None. Pass: None. The following person submitted a card in support of SB 176 and SB 330, but did not wish to speak: Tabitha Zimny, representing the Michigan Mortgage Lenders Association. Representative Bezotte moved to report out SB 364 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Coleman, Tyrone Carter, Stone, Rogers, Wegela, Bezotte, St. Germaine. Nays: None. Pass: None. Tim Poxson, representing the American Legion Department of Michigan, testified in support of SB 176, SB 330 and SB 364. At 12:09 PM, the Chair laid the committee at ease. At 12:09 PM, Majority Vice Chair Coleman called the committee back to order. Representative Conlin and Thomas Horton testified in support of HCR 4. Questions and discussion followed. At 12:15 PM, Majority Vice Chair Coleman laid the committee at ease. At 12:18 PM, the Chair called the committee back to order. Representative Stone moved to report out HCR 4 with recommendation.
