TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 19, 2023 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Absent: None. Excused: None. Representative Grant moved to adopt the meeting minutes from September 12, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4177 before the committee: HB 4177 (Rep. Tyrone Carter) An act to provide for the establishment of history museum authorities; to provide for the powers and duties of a history museum authority; to authorize the levy and collection of a property tax by a history museum authority; and to provide for the powers and duties of certain state and local governmental officers and entities. Representative Liberati moved to report out HB 4177 with recommendation. The motion prevailed 9-1-5: FAVORABLE ROLL CALL Yeas: Reps. HB 4930 (Rep. Tyrone Carter) A bill to amend 1990 PA 187, entitled "The pupil transportation act," by amending sections 5 and 20 (MCL 257.1805 and 257.1820), section 5 as amended by 2006 PA 107 and section 20 as added by 2021 PA 52. Representative Tyrone Carter; and Steve Randazzo, representing Bus Patrol; testified in support of HB 4928, HB 4929 and HB 4930. At 10:46 AM, Majority Vice Chair Liberati laid the committee at ease. At 10:46 AM, the Chair called the committee back to order. Katrina Morris, representing the Michigan Association of Pupil Transportation, testified in opposition to HB 4928, HB 4929 and HB 4930.
