- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, September 20, 2023 9:00 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Absent: Rep. DeSana. Excused: Rep. DeSana. Representative Rheingans moved to adopt the meeting minutes from September 13, 2023. There being no objection, the motion prevailed by unanimous consent. At 9:01 AM, the Chair laid the committee at ease. At 9:02 AM, Majority Vice Chair Rheingans called the committee back to order. The Chair laid HB 4982 before the committee: HB 4982 (Rep. Glanville) A bill to amend 2015 PA 45, entitled "Higher education authorization and distance education reciprocal exchange act," by amending section 7 (MCL 390.1697), as amended by 2017 PA 99. Representative Glanville testified in support of HB 4982. At 9:04 AM, Majority Vice Chair Rheingans laid the committee at ease. At 9:04 AM, the Chair called the committee back to order. Dan Hurley, Chief Executive Officer of the Michigan Association of State Universities, testified in support of HB 4982. Questions and discussion followed. Representative Koleszar moved to report out HB 4982 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Nays: None. Pass: None. The following people submitted a card in support of HB 4982, but did not wish to speak: Megan Morris, representing Central Michigan University. Katie Witkowski, representing the Michigan Community College Association. The Chair laid HB 4932 before the committee: HB 4932 (Rep. Skaggs) A bill to amend 1978 PA 90, entitled "Youth employment standards act," by amending sections 2, 3, 20, 21, and 22 (MCL 409.102, 409.103, 409.120, 409.121, and 409.122), section 2 as amended by 1996 PA 438, section 3 as amended by 1997 PA 132, and section 22 as amended by 1980 PA 436. Representative Scott moved to refer HB 4932 to the Committee on Labor. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck. Nays: None. Pass: None. The following person submitted a card in support of HB 4932, but did not wish to speak: David Randels, representing Oakland Schools. Representative VanderWall moved to excuse Representative DeSana from the meeting. There being no objection the motion prevailed by unanimous consent.
