- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, September 26, 2023 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: None. Excused: None. Representatives Paquette and Wendzel joined the committee remotely. Representative Glanville moved to adopt the meeting minutes from September 19, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5021 before the committee: HB 5021 (Rep. Koleszar) A bill to amend 1980 PA 300, entitled "The public school employees retirement act of 1979," by amending section 81d (MCL 38.1381d), as amended by 2017 PA 92. At 9:04 AM, the Chair laid the committee at ease. At 9:05 AM, Majority Vice Chair Churches called the committee back to order. Chair Koleszar testified in support of HB 5021. Questions and discussion followed. At 9:20 AM, Majority Vice Chair Churches laid the committee at ease. At 9:21 AM, the Chair called the committee back to order. Anthony Estell, representing the Michigan Department of Technology, Management and Budget Office of Retirement Services, testified in support of HB 5021. Questions and discussion followed. Todd Tennis, representing the Coalition for Secure Retirement, testified in support of HB 5021. Questions and discussion followed. The following people submitted a card in support of HB 5021, but did not wish to speak: Andy Neumann, representing the Michigan Education Association. Royce Humm, representing the Michigan Association of Retired School Personnel. Dr. Sheryl Kennedy, representing the Michigan Department of Education. There being no further business before the committee, Chair Koleszar adjourned the meeting at 9:56 AM.
