TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 26, 2023 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Filler, Wendzel, Aragona, Bierlein, Neyer. Absent: None. Excused: None. The Chair laid HB 4965 before the committee: HB 4965 (Rep. Andrews) A bill to amend 2006 PA 480, entitled "Uniform video services local franchise act," by amending section 1 (MCL 484.3301). Representative Andrews, and Scott Ward, representing DISH Network and DIRECTV, testified in support of HB 4965. Questions and discussion followed. Michael Watza, representing PROTEC and MICMA, testified in opposition to HB 4965. Questions and discussion followed. The Chair laid SB 179 and SB 180 before the committee: SB 179 (Sen. Irwin) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending section 14 (MCL 333.27964). SB 180 (Sen. Hauck) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 7, 8, 10, and 13 (MCL 333.27953, 333.27957, 333.27958, 333.27960, and 333.27963), sections 3 and 8 as amended by 2021 PA 56. Senator Irwin and Senator Hauck testified in support of SB 179 and SB 180. Questions and discussion followed. Whitney Gravelle, representing the Bay Mills Indian Community, testified in support of SB 179 and SB 180. Representative Liberati moved to adopt the meeting minutes from September 19, 2023. There being no objection, the motion prevailed by unanimous consent.
