- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. REGGIE MILLER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 27, 2023 9:00 AM Room 327, House Office Building The House Committee on Agriculture was called to order by Chair Miller. The Chair requested attendance be called: Present: Reps. Miller, Paiz, Stone, Young, Coffia, Dievendorf, Fitzgerald, Rheingans, Neyer, VanderWall, Roth, Bierlein, Smit. Absent: None. Excused: None. Representative Paiz moved to adopt the meeting minutes from September 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 148 and SB 149 before the committee: SB 148 (Sen. Polehanki) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending section 12 (MCL 287.392) and by adding sections 11a and 12a. SB 149 (Sen. Hertel) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending the title and sections 1 and 7 (MCL 287.381 and 287.387) and by adding section 8a. At 9:05 AM, the Chair laid the committee at ease. At 9:09 AM, the Chair called the committee back to order. Senator Hertel and Senator Polehanki testified in support of SB 148 and SB 149. Questions and discussion followed. Blake Goodman, representing the Humane Society of the United States, testified in support of SB 148 and SB 149. Questions and discussion followed. Rob Stachlewitz, representing the Corporate Vice President and General Manager of Charles River Mattawan, and.Mandy Hagan, the Director of State Government Affairs for the Animal Health Institute, testified in opposition to SB 148 and SB 149. Questions and discussion followed Tanya Hilgendor, representing the Humane Society of Huron Valley, testified in support of SB 148 and SB 149. Questions and discussion followed. Rob Stachlewitz returned to answer questions. Dave Rubello, representing the St. Clair Shores Council Member and Teddy's Dad, testified in support of SB 148 and SB 149. The following people submitted a card in support of SB 148 and SB 149, but did not wish to speak: Ashley Steffen, representing the Michigan Department of Agriculture and Rural Development. Bee Friedlander, representing Attorneys for Animals. Ann Griffin, representing the State Bar of Michigan Animal law section and Michigan Humane Society. The following person submitted a card in opposition to SB 148 and SB 149, but did not wish to speak: Nancy Mckee, representing Zoetis.
