- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, September 27, 2023 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: None. Excused: None. Representative Shannon moved to adopt the meeting minutes from September 13, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4346 before the committee: HB 4346 (Rep. Coleman) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending section 3a (MCL 15.263a), as amended by 2021 PA 54. Representative Breen moved to report out HB 4346 with recommendation. The motion prevailed 8-0-5: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz. Nays: None. Pass: Reps. Zorn, Paquette, Bezotte, BeGole, Prestin. The following person submitted a card in support of HB 4346, but did not wish to speak: Noah Smith, representing the Michigan Association of Public Employee Retirement Association. The Chair laid HB 4921 before the committee: HB 4921 (Rep. Fitzgerald) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 907 (MCL 257.907), as amended by 2023 PA 40, and by adding sections 79g and 627c. At 12:09 PM, the Chair laid the committee at ease. At 12:10 PM, Majority Vice Chair Byrnes called the committee back to order. Representative Fitzgerald testified in support of HB 4921. Questions and discussion followed. At 12:38 PM, Majority Vice Chair Byrnes laid the committee at ease. At 12:38 PM, the Chair called the committee back to order.
