- HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Appropriations was called to order by Chair Bollin. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Steele, Robinson, Farhat, O'Neal, Rogers, Glanville, Edwards, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: Reps. Kuhn and Steckloff. Excused: Reps. Kuhn and Steckloff. Representative Phil Green moved to adopt the meeting minutes from February 19, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid an Informational Hearing on the Health Plan Services Line Item for Fiscal Year 2023–2024 and Fiscal Year 2024-2025 before the committee. Dominick Pallone, representing the Michigan Association of Health Plans, provided a presentation on the Medicaid budget- Health Plan Services Line Item. Questions and discussions followed. Todd Anderson and Kris Kraft, representing Blue Cross Complete Michigan and Blue Cross Blue Shield of Michigan, provided a presentation on Blue Cross Complete of Michigan and the Value of Medicaid. Questions and discussions followed. At 10:16 AM, the Chair laid the committee at ease. At 2:10 PM, the Chair called the committee back to order. The Chair laid HB 4328 before the committee: Wednesday, April 16, 2025 9:00 AM Room 352, State Capitol Building HB 4328 (Rep. Fairbairn) A bill to make, supplement, adjust, and consolidate appropriations for various state departments and agencies, the judicial branch, Robin Risko, representing the House Fiscal Agency, testified on HB 4328. Questions and discussions followed. Representative Fairbairn, Representative Roth, Representative Cavitt, Representative Prestin, and Representative Borton, joined by Senator Damoose, testified in support of HB 4328. Questions and discussions followed. Representative Farhat offered the following amendment to HB 4328: 1. Amend page 5, following line 18, by inserting: “Enacting section 1. This amendatory act does not take effect unless Senate Bill No. 55 of the 103rd Legislature is enacted into law.” Representative Farhat moved to adopt the amendment to HB 4328. The motion did not prevail 10-16-1: UNFAVORABLE ROLL CALL Yeas: Reps. Farhat, Rogers, Glanville, Edwards, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Nays: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Steele and Robinson. Pass: Rep. O'Neal. Representative Cavitt moved to report out HB 4328 with recommendation. The motion prevailed 26-0-1: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Steele, Robinson, Farhat, O'Neal, Rogers, Glanville, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Nays: None. Pass: Rep. Edwards. The Chair returned to the Informational Hearing on the Health Plan Services Line Item for Fiscal Year 2023–2024 and Fiscal Year 2024-2025. Chris Pettit, Jeremy Cunningham, Amy Epkey and Meghan Groen, representing Milliman and the Michigan Department of Health and Human Services, provided a presentation on Medicaid Managed Care Capitation Rate Development. Questions and discussions followed. Representative Farhat moved to excuse Representatives Kuhn and Steckloff from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Bollin adjourned the meeting at 3:43 PM. and the legislative branch for the fiscal year ending September 30, 2025; to provide for certain conditions on appropriations; and to provide for the expenditure of the appropriations.
