- HOUSE OF REPRESENTATIVES COMMITTEE ON LABOR REP. JIM HAADSMA CHAIR COMMITTEE MEETING MINUTES Thursday, September 28, 2023 9:00 AM Room 326, House Office Building The House Committee on Labor was called to order by Chair Haadsma. The Chair requested attendance be called: Present: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Wozniak, Mueller, Kunse. Absent: None. Excused: None. Representative Wegela moved to adopt the meeting minutes from September 14, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 185 before the committee: SB 185 (Sen. Irwin) A bill to amend 1947 PA 336, entitled "An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations," by amending section 1 (MCL 423.201), as amended by 2014 PA 414. The following person submitted a card in support of SB 185, but did not wish to speak: Dr. David Michelson, representing the Michigan Education Association. The following person submitted a card in opposition to SB 185, but did not wish to speak: Daniel Hurley, representing the Michigan Association of State Universities. Representative Mentzer moved to report out SB 185 with recommendation. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela. Nays: Reps. Wozniak, Mueller, Kunse. Pass: None. The Chair laid HB 4960 before the committee: HB 4960 (Rep. Snyder) A bill to amend 1976 PA 453, entitled "Elliott- Larsen civil rights act," by amending section 205a (MCL 37.2205a), as amended by 1999 PA 202. Representative Koleszar moved to refer HB 4960 to the Committee on Criminal Justice. The motion prevailed 8-1-1: FAVORABLE ROLL CALL Yeas: Reps. Haadsma, Mentzer, Koleszar, O'Neal, Andrews, Churches, Wegela, Mueller. Nays: Rep. Kunse. Pass: Rep. Wozniak.
