JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, October 3, 2023 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: Rep. Whitsett. Excused: Rep. Whitsett. The Chair laid HB 4978 before the committee: HB 4978 (Rep. Roth) A bill to amend 1982 PA 162, entitled "Nonprofit corporation act," by amending section 123 (MCL 450.2123), as amended by 2014 PA 557. Representative Grant moved to refer HB 4978 to the Committee on Local Government and Municipal Finance. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Nays: None. Pass: None The Chair laid SB 293 before the committee: SB 293 (Sen. McDonald Rivet) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending sections 58, 58b, and 58c (MCL 125.1458, 125.1458b, and 125.1458c), sections 58 and 58c as amended by 2008 PA 216 and section 58b as amended by 2008 PA 244. Representative Miller moved to report out SB 293 with recommendation. The motion prevailed 7-4-1: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Neeley, Liberati, Coffia, Farhat, Miller. Nays: Reps. Tisdel, VanWoerkom, Martin, St. Germaine. Pass: Rep. Roth. The following people submitted a card in support of SB 293, but did not wish to speak: Ryan Knight, representing the Michigan Realtors. Dawn Crandall, representing the Home Builders Association of Michigan. Mark Garcia, representing the Michigan State Housing Development Authority. Chair Hoskins read a letter referring HB 5019, HB 5029, HB 5030, HB 5031, HB 5032, and HB 5033 to the Economic Development and Small Business Subcommittee on Housing. At 9:06 AM, the Chair laid the committee at ease. At 9:11 AM, the Chair called the committee back to order. The Chair laid HB 4843 before the committee: HB 4843 (Rep. Aiyash) A bill to amend 1976 PA 331, entitled "Michigan consumer protection act," by amending section 3 (MCL 445.903), as amended by 2022 PA 152, and by adding section 3j. Representative Aiyash testified in support of HB 4843. Questions and discussion followed. The following people submitted a card in opposition to HB 4843, but did not wish to speak: Brian O'Connell, representing General Motors. James R. Ryan, representing the Michigan Fitness Club Association. Representative Farhat moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. Representative Coffia moved to adopt the meeting minutes from September 12, 2023. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Chair Hoskins adjourned the meeting at 9:29 AM.
