HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, October 3, 2023 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Wendzel, Johnsen. Absent: Rep. Paquette. Excused: Rep. Paquette. Representative Shannon moved to adopt the meeting minutes from September 26, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4961 before the committee: HB 4961 (Rep. Rogers) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1159. Representative Rogers introduced HB 4961. Carlee Knott and Samantha Pickering, both representing the Michigan Environmental Council, testified in support of HB 4961. Amber Hejl representing the Kalamazoo Nature Center, testified in support of HB 4961. Mia Breznau, a student from Mattawan High School, testified in support of HB 4961. Representative Rogers, Carlee Knott, Samantha Pickering, Amber Heil, and Mia Breznau answered questions from the committee on HB 4961. The following people submitted a card in support of HB 4961, but did not wish to speak: Nichole Fisher, representing the Michigan Recreation and Parks Association. At 9:57 AM, the Chair laid the committee at ease. At 10:03 AM, the Chair called the committee back to order. The Chair laid HB 5021 before the committee: HB 5021 (Rep. Koleszar) A bill to amend 1980 PA 300, entitled "The public school employees retirement act of 1979," by amending section 81d (MCL 38.1381d), as amended by 2017 PA 92. The following people submitted a card in support of HB 5021, but did not wish to speak: Dr. David Michelson, representing the Michigan Education Association. Neil DeSouza, representing the Michigan Department of Technology, Management and Budget- Office of Retirement Services. The following people submitted a card in opposition to HB 5021, but did not wish to speak: Beth DeShone, representing the Great Lakes Education Project Education Fund. James Hohman, representing the Mackinac Center for Public Policy. Representative Weiss moved to report out HB 5021 with recommendation. The motion prevailed 9-4-0: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Stone, Weiss, Glanville, Conlin, Edwards, Wegela. Nays: Reps. Greene, Markkanen, Wendzel, Johnsen. Pass: None. Representative Markkanen moved to excuse Representative Paquette from the meeting. There being no objection the motion prevailed by unanimous consent.
