HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. REGGIE MILLER CHAIR COMMITTEE MEETING MINUTES Wednesday, October 4, 2023 9:00 AM Room 327, House Office Building The House Committee on Agriculture was called to order by Chair Miller. The Chair requested attendance be called: Present: Reps. Miller, Paiz, Stone, Young, Coffia, Dievendorf, Fitzgerald, Rheingans, Neyer, VanderWall, Roth, Bierlein, Smit. Absent: None. Excused: None. Representative Paiz moved to adopt the meeting minutes from September 27, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4857 before the committee: HB 4857 (Rep. Steckloff) A bill to amend 1941 PA 359, entitled "An act for controlling and eradicating certain noxious weeds within the state; to permit townships, villages, and cities to have a lien for expenses incurred in controlling and eradicating such weeds; to permit officials of counties and municipalities to appoint commissioners of noxious weeds; to define the powers, duties, and compensation of commissioners; to provide for sanctions; and to repeal certain acts and parts of acts," by amending section 2 (MCL 247.62), as amended by 2010 PA 358. Representative Steckloff testified in support of HB 4857. Questions and discussion followed. Marilyn Trent, representing the Pollinator Advocate, testified in support of HB 4857. Nichole Keway Biber, representing the Anishinaabee Caucus, testified in support of HB 4857. The following person submitted a card in support of , but did not wish to speak: Dr. Phoebe Lehmann Zarnetske, representing the Department of Integrative Biology, Michigan State University. The Chair laid SB 148 and SB 149 before the committee: SB 148 (Sen. Polehanki) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending section 12 (MCL 287.392) and by adding sections 11a and 12a. SB 149 (Sen. Hertel) A bill to amend 1969 PA 224, entitled "An act to license and regulate dealers in and research facilities using dogs and cats for research purposes; and to repeal certain acts and parts of acts," by amending the title and sections 1 and 7 (MCL 287.381 and 287.387) and by adding section 8a. Senator Hertel introduced the proposed substitute (H-2) to SB 149. Representative Paiz moved to report out SB 148 with recommendation. The motion prevailed 8-2-3: FAVORABLE ROLL CALL Yeas: Reps. Miller, Paiz, Stone, Young, Coffia, Dievendorf, Fitzgerald, Rheingans. Nays: Reps. VanderWall, Smit. Pass: Reps. Neyer, Roth, Bierlein. At 9:36 AM, the Chair laid the committee at ease. At 9:36 AM, the Chair called the committee back to order. Representative Paiz moved to adopt substitute (H-2) to SB 149. The motion prevailed 8-1-4: FAVORABLE ROLL CALL Yeas: Reps. Miller, Paiz, Stone, Young, Coffia, Dievendorf, Fitzgerald, Rheingans. Nays: Rep. Smit. Pass: Reps. Neyer, VanderWall, Roth, Bierlein. Representative Young moved to report out SB 149 with recommendation, as substitute (H-2). The motion prevailed 8-2-3: FAVORABLE ROLL CALL Yeas: Reps. Miller, Paiz, Stone, Young, Coffia, Dievendorf, Fitzgerald, Rheingans. Nays: Reps. VanderWall, Smit. Pass: Reps. Neyer, Roth, Bierlein.
