- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, October 4, 2023 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Paquette, Zorn, Bruck, DeSana. Absent: None. Excused: None. Representative Paquette joined the committee remotely. Representative Rheingans moved to adopt the meeting minutes from September 20, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4816 and HB 4844 before the committee: HB 4816 (Rep. Wilson) A bill to prohibit high schools and certain athletic organizations from preventing high school student athletes in this state from receiving compensation for the use of their name, image, or likeness rights. HB 4844 (Rep. Witwer) A bill to amend 2020 PA 366, entitled "An act to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, or likeness rights," by amending sections 3, 5, 7, and 10 (MCL 390.1733, 390.1735, 390.1737, and 390.1740). Representative Koleszar moved to adopt substitute (H-3) to HB 4816. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck, DeSana. Nays: None. Pass: None. Representative MacDonell moved to adopt substitute (H-1) to HB 4844. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck, DeSana. Nays: None. Pass: None. Representative Witwer and Alexandra Breske, Michigan State University Assistant Athletic Director, Risk Management and Policy Forward, testified in support of HB 4844. Questions and discussion followed. Representative Wilson testified in support of HB 4816. Questions and discussion followed. The following people submitted a card in support of HB 4816, but did not wish to speak: Bill Zaagman, representing the Michigan High School Athletic Association. There being no further business before the committee, Chair Glanville adjourned the meeting at 10:57 AM.
