BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, October 5, 2023 9:00 AM Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Markkanen, Bezotte, Aragona, Bruck, Neyer, Smit. Absent: Rep. Harris. Excused: Rep. Harris. Representative Breen joined the committee remotely. Representative Scott moved to adopt the meeting minutes from September 28, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 356 and SB 357 before the committee: SB 356 (Sen. Hertel) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 2212a (MCL 500.2212a), as amended by 2016 PA 276. SB 357 (Sen. Cavanagh) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 2213b (MCL 500.2213b), as amended by 2016 PA 276, and by adding section 2213e. Representative Rogers moved to reconsider the vote by which SB 356 failed to be reported on September 28th, 2023. The motion prevailed 9-0-6: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4740 and HB 5057 before the committee: HB 4740 (Rep. Farhat) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 107c. HB 5057 (Rep. Stone) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 3107 (MCL 500.3107), as amended by 2019 PA 21. Representative Farhat, Amy Zaagman, the Executive Director for the Michigan Council for Maternal Child Health, and Sara Ismail, representing the Public Policy Associate for ACCESS, testified in support of HB 4740. Questions and discussion followed. The following people submitted a card in support of HB 4740, but did not wish to speak: Chardae Burton, representing the Michigan Department of Health and Human Services. Rachel Richards, representing the Michigan League for Public Policy. Representative Stone and Parker Fisher, representing the Department of Insurance and Financial Services, testified in support of HB 5057. Questions and discussion followed. The following person submitted a card in support of HB 5057, but did not wish to speak: Alex Houseman, representing the Big I of Michigan. The following person submitted a card in opposition to HB 5057, but did not wish to speak: Michael Van Beek, the Director of Research for the Mackinac Center. The chair laid before the committee a presentation from the Michigan Catastrophic Claims Association. Joseph Erhardt, the Assistant Executive Director for the MCCA, and KJ Miller, the General Council for the MCCA, gave a presentation. Questions and discussion followed. Representative Fitzgerald moved to excuse Representative Harris from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Representative Bezotte moved to adjourn, Chair Brenda Carter adjourned the meeting at 10:22 AM.
