NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, October 10, 2023 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. Representative Conlin moved to adopt the meeting minutes from October 3, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4028 before the committee: HB 4028 (Rep. Zorn) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 722 (MCL 257.722), as amended by 2018 PA 274. Representative Outman explained the proposed substitute (H-2) to HB 4028. Representative Roth moved to adopt substitute (H-2) to HB 4028. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Coleman, Conlin, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. Representative Kunse moved to report out HB 4028 with recommendation, as substitute (H-2). The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bill Zaagman, representing the Michigan Towing Association. The Chair laid HB 5103 before the committee: HB 5103 (Rep. McKinney) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 303 and 304 (MCL 257.303 and 257.304), section 303 as amended by 2020 PA 376 and section 304 as amended by 2023 PA 125. Representative McKinney, joined by Judge Derek Meineke, representing the Michigan District Judges Association, both testified in support of HB 5103. Questions and discussion followed. Erin Schor and Melissa Horste, both representing the Michigan Department of State, joined by Precious Kelly, all testified in support of HB 5103. Kenneth Dandridge, Andrew Smith, Bryant Gary, Monique Pickens, and Alannah Pickens, all representing Change Me Works, testified in support of HB 5103. Questions and discussion followed. The following person submitted a card in support of HB 5103, but did not wish to speak: Judge Kim Wiegand, representing the Michigan District Judges Association. The Chair laid HB 5056 and HB 5058 before the committee: HB 5056 (Rep. Miller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," (MCL 257.1 to 257.923) by adding section 811hh. HB 5058 (Rep. Bierlein) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," (MCL 257.1 to 257.923) by adding section 811gg. Representative Bierlein and Representative Miller both testified in support of HB 5056 and HB 5058. Associate Director Dr. Deanna East, representing Michigan State University Extension, joined by Director Dr. Abbey Miller, representing the Michigan 4-H Foundation, both testified in support of HB 5056 and HB 5058. The following person submitted a card with a neutral position on HB 5056 and HB 5058, but did not wish to speak: Melissa Horste, representing the Michigan Department of State.
