- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, October 11, 2023 12:00 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Absent: None. Excused: None. Representative McFall moved to adopt the meeting minutes from September 27, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4942 before the committee: HB 4942 (Rep. Dievendorf) A bill to authorize the state administrative board to convey state-owned property in Ingham County to the house of representatives; to prescribe conditions for the conveyance; to provide for powers and duties of state agencies and departments concerning the property and the conveyance; and to provide for disposition of revenue derived from the conveyance. Representative Dievendorf testified in support of HB 4942. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4942, but did not wish to speak: Niel DeSouza, representing the Michigan Department of Technology, Management and Budget. Representative Pohutsky moved to report out HB 4942 with recommendation. The motion prevailed 3-0-2: FAVORABLE ROLL CALL Yeas: Reps. Liberati, Pohutsky, McFall. Nays: None. Pass: Reps. Posthumus, Greene. The Chair laid HB 4720 and HB 4721 before the committee: HB 4720 (Rep. Puri) A bill to provide for the statewide coordination of equal language access to state services by individuals with limited English proficiency; to provide for the powers and duties of certain state governmental officers and entities; and to establish a process for submitting complaints and obtaining remedies for lack of equal language access and for denials of equal access based on one's national origin. HB 4721 (Rep. Fitzgerald) A bill to facilitate access to state services by individuals with limited English proficiency; to provide for the powers and duties of certain state governmental officers and entities; and to provide for biennial reports concerning equal language access. Representatives Fitzgerald and Puri testified in support of HBs 4720 and 4721. Questions and discussion followed. Henry Duong, representing Rising Voices, testified in support of HBs 4720 and 4721. Elinor Jordan, representing Michigan Immigrant Rights Center, testified in support of HBs 4720 and 4721. The following people submitted a card in support of HB 4720 and HB 4721, but did not wish to speak: Rachel Richards, representing the Michigan League of Public Policy. Connor McNeely, representing the Detroit Disability Power. There being no further business before the committee, Chair Liberati adjourned the meeting at 12:27 PM.
