JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, October 11, 2023 3:08 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole, Prestin. Absent: None. Excused: None. Representative Shannon moved to adopt the meeting minutes from October 4, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4861 before the committee: HB 4861 (Rep. Snyder) A bill to require the state administrative board to release restrictions on real property in Muskegon County; to provide for the powers and duties of certain state departments in regard to the property; and to provide for disposition of revenue. Representative Rogers moved to adopt substitute (H-1) to HB 4861. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, Bezotte, BeGole. Nays: None. Pass: None. Representative Snyder explained the changes in substitute (H-1) to HB 4861. Representative Breen moved to report out HB 4861 with recommendation, as substitute (H- 1). The motion prevailed 11-1-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Bezotte, BeGole. Nays: Rep. Paquette. Pass: None. The following person submitted a card with a neutral position on HB 4861, but did not wish to speak: Neil DeSouza, representing the Department of Technology, Management and Budget. The Chair laid HB 5074 before the committee: HB 5074 (Rep. Snyder) A bill to amend 2018 PA 57, entitled "Recodified tax increment financing act," by amending section 402 (MCL 125.4402). Representative Snyder testified in support of HB 5074. Questions and discussion followed. Peter Wills, representing the City of Muskegon, testified in support of HB 5074. Questions and discussion followed. Amanda West, representing the Michigan Department of Treasury, testified in support of HB 5074. The following person submitted a card in support of HB 5074, but did not wish to speak: Brad Heffner, representing the Michigan Economic Development Corporation. Representative Byrnes moved to report out HB 5074 with recommendation. The motion prevailed 8-2-3: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz.
