CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, October 11, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Price, VanWoerkom, Outman, Tisdel, Hoadley. Absent: Reps. Grant, Markkanen. Excused: Reps. Grant, Markkanen. Representative VanWoerkom moved to adopt the meeting minutes from September 27, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4905 and HB 4906 before the committee: HB 4905 (Rep. Farhat) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 4cc (MCL 205.94cc), as added by 2015 PA 252. HB 4906 (Rep. Andrews) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 4ee (MCL 205.54ee), as added by 2015 PA 251. Representative Farhat and Representative Andrews testified in support of HB 4905 and HB 4906. Questions and discussion followed. Former Congresswoman Barbara Comstock, representing Netchoice, testified in support of HB 4905 and HB 4906. Questions and discussion followed. Rob Cleveland, representing Cornerstone Alliance, testified in support of HB 4905 and HB 4906. Questions and discussion followed. Don Shoemaker and Todd Bateman, representing Franklin Partners, testified in support of HB 4905 and HB 4906. Questions and discussion followed. The following people submitted a card in support of HB 4905 and HB 4906, but did not wish to speak: Marcia Hune, representing Ann Arbor SPARK. Winston Feeheley, representing DTE Energy. Brian Shoaf, representing the Detroit Regional Chamber. Eli Isaguirre, representing the Michigan Regional Council of Carpenters and Millwrights. Robert Joerg, representing the Michigan Laborers District Council. Tony Mossesso, representing the ITC Holdings Corporation. Kevin Koehler, representing the Construction Association of Michigan. Josh Levi, representing the Data Center Coalition. Josh Lunger, representing the Grand Rapids Chamber. The following person submitted a card in opposition to HB 4905 and HB 4906, but did not wish to speak: James Hohman, representing the Mackinac Center for Public Policy. Representative Price moved to excuse Representatives Grant and Markkanen from the meeting. There being no objection the motion prevailed by unanimous consent.
