BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, October 12, 2023 9:00 AM Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Harris, Markkanen, Bezotte, Aragona, Bruck, Neyer, Smit. Absent: None. Excused: None. Representative Harris moved to adopt the meeting minutes from October 5, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4740 before the committee: HB 4740 (Rep. Farhat) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 107c. The following people submitted a card in support of HB 4740, but did not wish to speak: Christine Shearer, representing the Michigan Association of Health Plan. Tom Hickson, representing the Michigan Catholic Conference. Adam Carlson, representing the Michigan Health and Hospital Association. Kate Dorsey, representing the Michigan State Medical Society. Representative Rogers moved to report out HB 4740 with recommendation. The motion prevailed 9-1-6: FAVORABLE ROLL CALL Yeas: Reps. Stone) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 3107 (MCL 500.3107), as amended by 2019 PA 21. Price) A bill to amend 1964 PA 183, entitled "An act creating the state building authority with power to acquire, construct, furnish, equip, own, improve, enlarge, operate, mortgage, and maintain facilities for the use of the state or any of its agencies; to act as a developer or co-owner of facilities as a condominium project for the use of the state or any of its agencies; to authorize the execution of leases pertaining to those facilities by the building authority with the state or any of its agencies; to authorize the payment of true rentals by the state; to provide for the issuance of revenue obligations by the building authority to be paid from the true rentals to be paid by the state and other resources and security provided for and pledged by the building authority; to authorize the creation of funds; to authorize the conveyance of lands by the state or any of its agencies for the purposes authorized in this act; to authorize the appointment of a trustee for bondholders; to permit remedies for the benefit of parties in interest; to provide for other powers and duties of the authority; and to provide for other matters in relation to the authority and its obligations," by amending section 8 (MCL 830.418), as amended by 2012 PA 519. Questions and discussion followed. The chair laid before the committee a presentation from the Pharmaceutical Care Management Association. Sean Stephenson, the Director of State Affairs for the Pharmaceutical Care Management Association, gave the presentation. Questions and discussion followed. There being no further business before the committee, Representative Bezotte moved to adjourn, Chair Brenda Carter adjourned the meeting at 10:29 AM.
