PENELOPE TSERNOGLOU CHAIR COMMITTEE MEETING MINUTES Tuesday, October 17, 2023 10:30 AM Room 327, House Office Building The House Committee on Elections was called to order by Chair Tsernoglou. The Chair requested attendance be called: Present: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Absent: None. Excused: None. Representative Smit moved to adopt the meeting minutes from October 10, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5141, HB 5142, HB 5143, HB 5144 and HB 5145 before the committee: HB 5141 (Rep. Tsernoglou) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 47 (MCL 169.247), as amended by 2015 PA 269, and by adding section 59. HB 5142 (Rep. Puri) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11e of chapter XVII (MCL 777.11e), as amended by 2017 PA 120. HB 5143 (Rep. Bierlein) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 2 (MCL 169.202), as amended by 2001 PA 250. HB 5144 (Rep. Tsernoglou) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 932f. HB 5145 (Rep. Arbit) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d of chapter XVII (MCL 777.11d), as amended by 2023 PA 83. At 10:35 AM, the Chair laid the committee at ease. At 10:35 AM, Majority Vice Chair Wegela called the committee back to order. Representative Tsernoglou, Representative Bierlein, and Representative Arbit testified in support of HB 5141, HB 5142, HB 5143, HB 5144 and HB 5145. Questions and discussion followed. At 11:13 AM, Majority Vice Chair Wegela laid the committee at ease. At 11:14 AM, the Chair called the committee back to order. Ricky Servantez Bicknell, representing Voters Not Politicians, testified in support of HB 5141, HB 5142, HB 5143, HB 5144 and HB 5145. Erin Schor, representing the Michigan Department of State, testified in support of HB 5141, HB 5142, HB 5143, HB 5144 and HB 5145. Questions and discussion followed. The following person submitted a card in opposition to HB 5141, HB 5142, HB 5143, HB 5144 and HB 5145, but did not wish to speak: Sheri Ritchie, representing Michigan Fair Elections, Pure Integrity Michigan Elections, StandUp Michigan, and The Freedom Alliance Project. Representative Hope moved to report out HB 5141 with recommendation. The motion prevailed 6-0-2: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches. Nays: None. Pass: Reps. Smit, DeBoyer. Representative Koleszar moved to report out HB 5142 with recommendation. The motion prevailed 6-0-2: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches. Nays: None. Pass: Reps. Smit, DeBoyer. Representative Wegela moved to report out HB 5143 with recommendation.
