HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. KELLY A BREEN CHAIR COMMITTEE MEETING MINUTES Wednesday, October 18, 2023 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Breen. The Chair requested attendance be called: Present: Reps. Breen, Edwards, Tyrone Carter, Hope, Arbit, Dievendorf, Hoskins, Tsernoglou, Fink, Wendzel, Wozniak, Outman, Johnsen. Absent: None. Excused: None. Representative Edwards joined the committee remotely. Representative Tyrone Carter moved to adopt the meeting minutes from October 11, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4863 and HB 4864 before the committee: HB 4863 (Rep. Haadsma) A bill to amend 1967 PA 224, entitled "Powers of appointment act of 1967," by amending sections 5a and 14 (MCL 556.115a and 556.124), section 5a as added and section 14 as amended by 2012 PA 485. HB 4864 (Rep. Wozniak) A bill to amend 1988 PA 418, entitled "Uniform statutory rule against perpetuities," by amending sections 3 and 5 (MCL 554.73 and 554.75), section 5 as amended by 2011 PA 11. Representative Wozniak testified in support of HB 4863 and HB 4864. Questions and discussion followed. James Spica, representing the Probate and Estate Planning Section of the State Bar of Michigan, testified in support of HB 4863 and HB 4864. Questions and discussion followed.
