HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE AND FINANCIAL SERVICES REP. BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Thursday, October 19, 2023 9:00 AM Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Coleman, Stone, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Harris, Markkanen, Bezotte, Neyer, Smit. Absent: Reps. Aragona, Bruck. Excused: None. Representative Fitzgerald moved to adopt the meeting minutes from October 12, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4944 and HB 4963 before the committee: HB 4944 (Rep. Zorn) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406z. HB 4963 (Rep. Steckloff) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406aa. Representative Steckloff testified in support of HB 4944 and HB 4963. Questions and discussion followed. Representative Zorn testified in support of HB 4944 and HB 4963. Sidney Kraizman, representing the Michigan Alexander Graham Bell Association, Tressa Sanders, Dr Samantha Kesteloot representing the Edcuational audiologist at Trenton's Oral Program for the deaf/hard of hearing, and KT Maviglia-Morgan testified in support questions and discussion followed. Annie Urasky, representing the Director for the Michigan Department of Civil Rights, testified in support of HB 4944 and HB 4963. Teddy Dorsette, III representing the Michigan Coalition for Deaf, Hard of Hearing and Deafblind, testified in support of HB 4944 and HB 4963. Derid Adams, representing the Michigan Coalition for Deaf, Hard of Hearing and DeafBlind, testified in support of HB 4944 and HB 4963. Tyler Smeltlzop, representing the Michigan State University, testified in support of HB 4944 and HB 4963. Jerome Reide, representing the Michigan Department of Civil Rights, testified in support of HB 4944 and HB 4963. The following people submitted a card in support of HB 4944 and HB 4963, but did not wish to speak: Dr Casey Stach and Dr. Chelsea Conrad, representing the Michigan Audiology Coalition. Jeffrey Astrein, representing the Hearing Loss Association of America, Michigan State Association. Dan Seraphinoff, representing the Alexander Graham Bell Association for the Deaf and Hard of Hearing. Dr Case Stach and Dr. Chelsea Conrad, representing the Michigan Audiology Coalition. Dawn Kettinger, representing the Michigan Nurses Association. The Chair laid before the committee a presentation from the Coalition Protecting Auto No- Fault. Questions and discussion followed. At 9:41 AM, the Chair laid the committee at ease. At 9:42 AM, Majority Vice Chair McFall called the committee back to order. The Chair laid before the committee a presentation from Representative Brenda Carter and her husband Randy Carter of a memorial for their late sons Christopher L. Carter and Bryan J Canty. At 9:45 AM, Majority Vice Chair McFall laid the committee at ease. At 9:46 AM, the Chair called the committee back to order. The Chair invited Tom Judd, the Executive Director of the Michigan Brain Injury Provider Council to give a presentation to the committee. Questions and discussion followed. The Chair invited Chalisse Wilson, representing We Can't Wait, CPAN to give a presentation to the committee. Questions and discussion followed. The Chair invited Bob Mlynarek, representing the Co-owner of the 1st Call Home Healthcare, to give a presentation to the committee. Questions and discussion followed. The Chair invited Tammy Hannah, representing the President and CEO of the Origami Rehabilitation, to give a presentation to the committee. Questions and discussion followed. Representative Harris moved to excuse Representatives Bruck and Aragona from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Representative Young moved to adjourn, Chair Brenda Carter adjourned the meeting at 10:29 AM.
