HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Dievendorf, Rheingans and Skaggs. Absent: Rep. Paiz. Excused: Rep. Paiz. Chair Neyer laid a presentation from the Michigan Vegetable Council before the committee. Greg Bird representing the Michigan Vegetable Council, Kent Karnemaat representing Karnemaat Farms, and Adam Van Dyk representing Vam Dyk farms gave presentation. Questions and discussion followed. The Chair laid HB 4122 before the committee: Representative Neyer offered the following amendment to HB 4122: 1. Amend page 12, line 11, by striking out "movie" and inserting "meeting". Representative Kunse moved to adopt the amendment to HB 4122. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Dievendorf, Rheingans and Skaggs. Nays: None. Thursday, April 17, 2025 10:30 AM Room 308, House Office Building HB 4122 (Rep. Alexander) A bill to amend 2000 PA 92, entitled "Food law," by amending sections 1105, 1111, and 4102 (MCL 289.1105, 289.1111, and 289.4102), section 1105 as amended by 2014 PA 516, section 1111 as amended by 2018 PA 92, and section 4102 as amended by 2012 PA 178. Pass: None. Representative Skaggs testified in support of his amendment for HB 4122. Representative Skaggs offered the following amendment to HB 4122: 1. Amend page 12, line 21, after "2026." by striking out the balance of the line through "2026." on line 25. Representative Skaggs moved to adopt the amendment to HB 4122. The motion did not prevail 2-7-1: UNFAVORABLE ROLL CALL Yeas: Reps. Rheingans and Skaggs. Nays: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse and Pavlov. Pass: Rep. Dievendorf. The Chair laid HB 4076 before the committee: Representative Alexander moved to adopt substitute (H-1) to HB 4076. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Pavlov moved to adopt the meeting minutes from March 20, 2025. There being no objection, the motion prevailed with unanimous consent. The following person submitted a card in opposition to HB 4076, but did not wish to speak: Valerie Schey, representing the VEGMichigan. The following people submitted a card in support of HB 4076, but did not wish to speak: Pepin Tuma, representing the Good Food Institute. Rebecca Park, representing the Michigan Farm Bureau. Representative Fox moved to excuse Representative Paiz from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Neyer adjourned the meeting at 11:42 AM.
