JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, October 31, 2023 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: None. Excused: None. The Chair laid HB 5187 before the committee: HB 5187 (Rep. Hood) A bill to create a research and development tax credit program; to provide for the administration of the research and development tax credit program; to encourage research and development in this state; to determine eligibility and enter into agreements for certain tax credits; to prescribe the powers and duties of certain state agencies, boards, and departments; to assess and collect certain fees. Representative Liberati moved to adopt substitute (H-1) to HB 5187. The motion prevailed 8- 0-5: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Nays: None. Pass: Reps. Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Representative Miller offered the following amendment to HB 5187: 1. Amend page 2, line 1, after "tax" by inserting "act". HB 5105 (Rep. Hoskins) A bill to amend 1921 PA 2, entitled "An act to promote the efficiency of the government of the state, to create a state administrative board, to define the powers and duties thereof, to provide for the transfer to said board of powers and duties now vested by law in other boards, commissions, departments and officers of the state, and for the abolishing of certain of the boards, commissions, departments and offices, whose powers and duties are hereby transferred," by amending section 3 (MCL 17.3), as amended by 2021 PA 143. HB 5106 (Rep. Hoskins) A bill to amend 2000 PA 489, entitled "Michigan trust fund act," by amending sections 2 and 4 (MCL 12.252 and 12.254), section 2 as amended by 2022 PA 83 and section 4 as added by 2021 PA 137. HB 5107 (Rep. Andrews) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 695 (MCL 206.695), as amended by 2023 PA 4.
