HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS REP. PENELOPE TSERNOGLOU CHAIR COMMITTEE MEETING MINUTES Tuesday, October 31, 2023 10:30 AM Room 327, House Office Building The House Committee on Elections was called to order by Chair Tsernoglou. The Chair requested attendance be called: Present: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches, Smit, DeBoyer. Absent: None. Excused: None. Representative Smit moved to adopt the meeting minutes from October 24, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 529 before the committee: SB 529 (Sen. Moss) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 46, 47, 581, 795c, 822, 841, 842, and 846 (MCL 168.46, 168.47, 168.581, 168.795c, 168.822, 168.841, 168.842, and 168.846), section 46 as amended by 2002 PA 431, section 795c as amended by 2015 PA 268, section 822 as amended by 2018 PA 614, section 841 as amended by 2015 PA 197, and section 842 as amended by 2018 PA 382, and by adding section 814. Senator Moss testified in support of SB 529. Lata Nott, representing the Campaign Legal Center, testified in support of SB 529. Questions and discussion followed. Kevin Johnson, representing the Election Reformers Network, testified in support of SB 529. Questions and discussion followed. Erin Schor, representing the Michigan Department of State, testified in support of SB 529. Erica Peresman, representing Promote the Vote, testified in support of SB 529. The following people submitted a card in support of SB 529, but did not wish to speak: Matt Patton, representing Protect Democracy. Andy Craig, representing the Rainey Center Freedom Project. Steve Szymas, representing Secure Democracy. Ricky Bicknell, representing Voters Not Politicians. Merissa Kovach, representing the American Civil Liberties Union of Michigan. The following person submitted a card in opposition to SB 529, but did not wish to speak: Sheri Ritchie, representing Michigan Fair Elections, Pure Integrity Michigan Elections, Stand Up Michigan, and The Freedom Alliance Project. Representative Wegela moved to adopt substitute (H-1) to SB 529. The motion prevailed 6-2- 0: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches. Nays: Reps. Smit, DeBoyer. Pass: None. Representative Hope moved to report out SB 529 with recommendation, as substitute (H-1). The motion prevailed 6-2-0: FAVORABLE ROLL CALL Yeas: Reps. Tsernoglou, Wegela, Hope, Koleszar, Byrnes, Churches. Nays: Reps. Smit, DeBoyer. Pass: None. There being no further business before the committee, Chair Tsernoglou adjourned the meeting at 10:55 AM.
