TULLIO LIBERATI CHAIR COMMITTEE MEETING MINUTES Wednesday, November 1, 2023 12:00 PM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair Liberati. The Chair requested attendance be called: Present: Reps. Liberati, Pohutsky, McFall, Posthumus, Greene. Absent: None. Excused: None. Representative McFall moved to adopt the meeting minutes from October 18, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5272, HB 5273, HB 5274 and HB 5275 before the committee: HB 5272 (Rep. Witwer) A bill to require certain public officers to file annual financial disclosure reports; to create a financial disclosure form; to prescribe penalties and civil sanctions; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 5273 (Rep. Tyrone Carter) A bill to require certain candidates for state elective office to file financial disclosure reports; to create a financial disclosure form; to prescribe penalties and civil sanctions; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 5274 (Rep. Snyder) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 44 (MCL 169.244), as amended by 2017 PA 119. HB 5275 (Rep. Glanville) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," (MCL 169.201 to 169.282) by adding section 44a. Representative Tyrone Carter testified in support of HBs 5272-5275. Questions and discussion followed. Chang) A bill to facilitate access to state services by individuals with limited English proficiency; to provide for the powers and duties of certain state governmental officers and entities; and to provide for biennial reports concerning equal language access. SB 383 (Sen. Cavanagh) A bill to provide for the statewide coordination of equal language access to state services by individuals with limited English proficiency; to provide for the powers and duties of certain state governmental officers and entities; and to establish a process for submitting complaints and obtaining remedies for lack of equal language access and for denials of equal access based on one's national origin. The following person submitted a card in support of SB 382 and SB 383, but did not wish to speak: Christine Suave, representing the Michigan Immigrant Rights Center.
