CYNTHIA NEELEY CHAIR COMMITTEE MEETING MINUTES Wednesday, November 8, 2023 12:00 PM Room 521, House Office Building The House Committee on Tax Policy was called to order by Chair Neeley. The Chair requested attendance be called: Present: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price, VanWoerkom, Outman, Tisdel, Hoadley. Absent: Rep. Markkanen. Excused: Rep. Markkanen. Representative Farhat moved to adopt the meeting minutes from November 1, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 175 before the committee: SB 175 (Sen. Santana) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 27b (MCL 211.27b), as amended by 2012 PA 382. Nick Cook, representing Senator Santana's Office, and Alvin Horhn, representing the City of Detroit, testified in support of SB 175. Questions and discussion followed. Alan Fox, representing the Michigan Association of County Treasurers, testified in support of SB 175. Questions and discussion followed. The following person submitted a card with a neutral position on SB 175, but did not wish to speak: Peter Morman, representing the Michigan Department of Treasury. The following person submitted a card in support of SB 175, but did not wish to speak: Amanda Tomich, representing the Michigan Assessors Association. Representative Farhat moved to adopt substitute (H-1) to SB 175. The motion prevailed 7-4- 0: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price. Nays: Reps. VanWoerkom, Outman, Tisdel, Hoadley. Pass: None. Representative Price moved to report out SB 175 with recommendation, as substitute (H-1). The motion prevailed 7-4-0: FAVORABLE ROLL CALL Yeas: Reps. Neeley, Farhat, Brixie, Brenda Carter, Whitsett, Grant, Price. Nays: Reps. VanWoerkom, Outman, Tisdel, Hoadley. Pass: None. The Chair laid HB 4691 before the committee: HB 4691 (Rep. Aiyash) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 280. Representative Aiyash, and Christopher Miller, representing the National Coalition for Community Capital, testified in support of HB 4691. Questions and discussion followed. Jenan Jondy, representing the Michigan State University Economic Development Administration Center, testified in support of HB 4691. Questions and discussion followed. The following people submitted a card in support of HB 4691, but did not wish to speak: Jacob Manning, representing the Small Business Association of Michigan. John LaMacchia, representing the Michigan Municipal League. Mike Johnston, representing the Michigan Manufacturers Association. The following person submitted a card in opposition to HB 4691, but did not wish to speak: James Hohman, representing the Mackinac Center for Public Policy. Representative Whitsett moved to excuse Representative Markkanen from the meeting. There being no objection the motion prevailed by unanimous consent.
