- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. REGGIE MILLER CHAIR COMMITTEE MEETING MINUTES Wednesday, January 24, 2024 9:00 AM Room 327, House Office Building The House Committee on Agriculture was called to order by Chair Miller. The Clerk read a letter from Speaker Joe Tate, removing Representative Lori Stone from the committee. The Clerk read a letter from Speaker Joe Tate, appointing Representative Jennifer Conlin to the committee. The Chair requested attendance be called: Present: Reps. Miller, Paiz, Young, Coffia, Conlin, Dievendorf, Fitzgerald, Rheingans, Neyer, VanderWall, Roth, Bierlein, Smit. Absent: None. Excused: None. Representative Paiz moved to adopt the meeting minutes from October 25, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4849 before the committee: HB 4849 (Rep. Koleszar) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2674, 2675, and 2678 (MCL 333.2674, 333.2675, and 333.2678) and by adding sections 2670 and 2675a; and to repeal acts and parts of acts. Representative Koleszar introduced HB 4849 and explained proposed substitute (H-1) for HB 4849. Ryan Merkley representing the Physician Committee for Responsible Medicine testified in support of HB 4849. Stephen Rapundalo testified in opposition to HB 4849. Dale Cooper testified in opposition to HB 4849. Rachel Cooper testified in opposition to HB 4849. Kristie Sullivan, representing the Institute for In Vitro Sciences, testified in support of HB 4849. Tanya Hilgendorf, representing the Humane Society of Huron Valley, testified in support of HB 4849. Blake Goodman, representing the Humane Society of the United States, testified in support of HB 4849. Beatrice Friedlander, representing the Attorneys for Animals, testified in support of HB 4849. Dr. Robert Sain testified in support of HB 4849. Robin Downing testified in support of HB 4849. Representative Koleszar and Ryan Merkley returned for questions and discussion.
