- HOUSE OF REPRESENTATIVES COMMITTEE ON HIGHER EDUCATION REP. CAROL GLANVILLE CHAIR COMMITTEE MEETING MINUTES Wednesday, January 24, 2024 10:30 AM Room 326, House Office Building The House Committee on Higher Education was called to order by Chair Glanville. The Chair requested attendance be called: Present: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck. Absent: Reps. Paquette, DeSana. Excused: Reps. Paquette, DeSana. Representative Paiz moved to adopt the meeting minutes from October 25, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5147 before the committee: HB 5147 (Rep. Rheingans) A bill to amend 2015 PA 45, entitled "Higher education authorization and distance education reciprocal exchange act," by repealing section 7 (MCL 390.1697). Representative Rheingans and Dan Hurley, Chief Executive Officer of the Michigan Association of State Universities, testified in support of HB 5147. Questions and discussion followed. The following people submitted a card in support of HB 5147, but did not wish to speak: Megan Morris, representing Central Michigan University. Jayshona Hicks, representing the Michigan Department of Labor and Economic Opportunity. Katie Witkowski, representing the Michigan Community College Association. Colby Spencer Cesaro, representing Michigan Independent Colleges and Universities. Representative Koleszar moved to report out HB 5147 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Glanville, Rheingans, Koleszar, Scott, Byrnes, Coffia, Hill, MacDonell, Paiz, VanderWall, Zorn, Bruck. Nays: None. Pass: None. Representative VanderWall moved to excuse Representatives Paquette and DeSana from the meeting. There being no objection the motion prevailed by unanimous consent.
