LAURIE POHUTSKY CHAIR COMMITTEE MEETING MINUTES Thursday, January 25, 2024 10:30 AM Room 327, House Office Building The House Committee on Natural Resources, Environment, Tourism and Outdoor Recreation was called to order by Chair Pohutsky. The Chair requested attendance be called: Present: Reps. Pohutsky, Hill, Arbit, McFall, Paiz, Martin, Prestin, Schriver. Absent: None. Excused: None. Representative Schriver joined the committee remotely. Representative Paiz moved to adopt the meeting minutes from January 18, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 393 and SB 394 before the committee: SB 393 (Sen. Bayer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by repealing part 26 (MCL 324.2601 to 324.2611). SB 394 (Sen. Bayer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 1301, 1307, and 1311 (MCL 324.1301, 324.1307, and 324.1311), section 1301 as amended by 2018 PA 451, section 1307 as amended by 2018 PA 631, and section 1311 as amended by 2018 PA 268; and to repeal acts and parts of acts. Sydney Hart and James Clift, both representing the Michigan Department of Environment, Great Lakes, and Energy, testified in support of SB 393 and 394. Questions and discussion followed. Senator Bayer and Emily Cord-Duthinh testified in support of SB 393 and 394. Questions and discussion followed. Tim Minotas, representing the Michigan Chapter of the Sierra Club, testified in support of SB 393 and 394. Questions and discussion followed. The following people submitted a card in support of SB 393 and SB 394, but did not wish to speak: Megan Tinsley, representing the Michigan Environmental Council. Horst Schmidt, representing himself. Chris Semirec, representing the Michigan League of Conservation Voters. Evan Zimmerman, representing the Upper Peninsula Environmental Coalition. Melissa DeSimone, representing the Michigan Lakes & Streams Association. Liz Kirkwood, representing For Love of Water. The following people submitted a card in opposition to SB 393 and SB 394, but did not wish to speak: Sam Boumis, representing the Michigan Aquatic Managers Association. Tim Langholz, representing the National Federation of Independent Business. Ben Tirrell, representing the Michigan Farm Bureau. Jason Hayes, representing the Mackinac Center for Public Policy.
