- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. JENNIFER CONLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 6, 2024 12:00 PM Room 327, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair Conlin. The Clerk read a letter from Speaker Joe Tate removing Representative Kevin Coleman and Representative Lori Stone from the Committee. The Clerk read a letter from Speaker Joe Tate adding Representative Kara Hope and Representative Jason Morgan to the Committee. The Clerk read a letter from Speaker Joe Tate removing Representative Kara Hope and adding Representative Nate Shannon to the Committee. The Chair requested attendance be called: Present: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Morgan, Wegela, Markkanen, Martin, St. Germaine. Absent: Rep. Bezotte. Excused: Rep. Bezotte. Representative Wegela moved to adopt the meeting minutes from September 19, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 388 and SB 389 before the committee: SB 388 (Sen. Klinefelt) A bill to amend 2003 PA 215, entitled "Credit union act," by amending section 355 (MCL 490.355), as amended by 2016 PA 152. SB 389 (Sen. Klinefelt) A bill to amend 1995 PA 29, entitled "Uniform unclaimed property act," by amending sections 5, 6, 7, 8, 13, 15, 17, and 18 (MCL 567.225, 567.226, 567.227, 567.228, 567.233, 567.235, 567.237, and 567.238), sections 5, 6, 7, 8, 13, 15, and 17 as amended by 2010 PA 197 and section 18 as amended by 2020 PA 79, and by adding section 17a. Senator Klinefelt testified in support of SBs 388 and 389. DaeSean Ashby, representing the Michigan Credit Union League, testified in support of SBs 388 and 389. Rob Mass, representing the Michigan Department of Treasury, testified in support of SBs 388 and 389. Ross Yednock, representing the Michigan Department of Insurance and Financial Services, testified in support of SBs 388 and 389. The following people submitted a card in support of SB 388 and SB 389, but did not wish to speak: Heather Feuerstein, representing the Michigan Department Of Military and Veterans Affairs. DaeSean Ashby, representing the Michigan Credit Union League. At 12:10 PM, the Chair laid the committee at ease. At 12:24 PM, the Chair called the committee back to order. Representative Wegela moved to report out SB 388 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Morgan, Wegela, Markkanen, Martin, St. Germaine. Nays: None. Pass: None. Representative Shannon moved to report out SB 389 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Conlin, Tyrone Carter, Shannon, Rogers, Morgan, Wegela, Markkanen, Martin, St. Germaine. Nays: None. Pass: None. Representative Markkanen moved to excuse Representative Bezotte from the meeting. There being no objection the motion prevailed by unanimous consent.
