BRENDA CARTER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 7, 2024 3:50 PM Room 521, House Office Building The House Committee on Insurance and Financial Services was called to order by Chair Brenda Carter. The Chair requested attendance be called: Present: Reps. Brenda Carter, McFall, Breen, Rogers, Scott, Young, Fitzgerald, Grant, Hoskins, Tsernoglou, Harris, Markkanen, Aragona, Bruck, Neyer, Smit. Absent: Rep. Bezotte. Excused: Rep. Bezotte. Representative Breen moved to adopt the meeting minutes from January 18, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4944 and HB 4963 before the committee: HB 4944 (Rep. Zorn) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406z. HB 4963 (Rep. Steckloff) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406aa. Representative Zorn, Josh Stump, Legislative Director for Representative Zorn, Sidney Kraizman, Chair of the Advocacy Committee and summer camp program of the Michigan Alexander Graham Bell Association for the Deaf and Hard of Hearing, Tressa Sanders, a corporate director of Human Resources at a large healthcare company and mother of children with hearing loss, and KT Maviglia-Morgan, lead member of the Legislative Committee for the Michigan Coalition for Deaf, Hard of Hearing, and Deafblind People, all testified together in support of HBs 4944 and 4963. Questions and discussion followed. The following people submitted a card in support of HB 4944 and HB 4963, but did not wish to speak: Dr. Casey Stach, representing the Michigan Audiology Commission. Dawn Kettinger, representing the Michigan Nurses Association. Scott Kempa, representing the Michigan Association of Health Plans. The following person submitted a card in opposition to HB 4944 and HB 4963, but did not wish to speak: Leah Robinson, representing the Michigan Chamber of Commerce. Representative Breen moved to adopt substitute (H-2) to HB 4944. The motion prevailed 11- 0-4: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4015 before the committee: HB 4015 (Rep. Conlin) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3406z. Representative Conlin and Gary Dougherty, representing the American Diabetes Association, testified in support of HB 4015. Questions and discussion followed. The following people submitted a card in support of HB 4015, but did not wish to speak: Thye Fischman, representing the Caswell Diabetes Institute - Michigan Medicine. Adam Carlson, representing the MI Health and Hospital Association. Matt Breslin, representing the Michigan Pharmacists Association. Danielle Sirianni, representing the National Kidney Foundation of Michigan. Dawn Kettinger, representing the Michigan Nurses Association. The following people submitted a card in opposition to HB 4015, but did not wish to speak: Amanda Fisher, representing the National Federation of Independant Businesses. Representative Neyer moved to excuse Representative Bezotte from the meeting. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Representative Neyer moved to adjourn, Chair Brenda Carter adjourned the meeting at 4:20 PM.
