- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JOHN FITZGERALD CHAIR COMMITTEE MEETING MINUTES Wednesday, February 7, 2024 12:00 PM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Fitzgerald. The Chair requested attendance be called: Present: Reps. Fitzgerald, Byrnes, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Paquette, BeGole, Prestin. Absent: Rep. Bezotte. Excused: Rep. Bezotte. Representative Rogers moved to adopt the meeting minutes from October 25, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 480 before the committee: SB 480 (Sen. Hertel) A bill to amend 1967 PA 288, entitled "Land division act," by amending section 108 (MCL 560.108), as added by 1996 PA 591. Matt Black, representing Senator Hertel, and Keith Pionk, representing KMP Realty, testified in support of SB 480. Questions and discussion followed. Brad Ward, representing the Michigan Realtors, and David Pierson, a local development attorney, testified in support of SB 480. Questions and discussion followed. Brett Hollandsworth, representing the Michigan Society of Professional Surveyors, testified in opposition to SB 480. Questions and discussion followed. Judy Allen, representing the Michigan Townships Association, testified with concerns on SB 480. Questions and discussion followed. Jen Rigterink, Michigan Municipal League, and Tim Wolff, representing Lake Isabella, testified with no position on SB 480. Questions and discussion followed. Senator Hertel testified in support of SB 480. Questions and discussion followed. The following people submitted a card in support of SB 480, but did not wish to speak: Josh Lunger, representing the Grand Rapids Chamber. Dawn Crandall, representing the Home Builders Association of Michigan. Representative Byrnes moved to excuse Representative Bezotte from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Fitzgerald adjourned the meeting at 1:02 PM.
