JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, February 13, 2024 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: None. Excused: None. The Chair laid SB 417 before the committee: SB 417 (Sen. Singh) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 44c (MCL 125.1444c), as amended by 2012 PA 345. Senator Singh, Clarence Stone, MSHDA Director of Legal Affairs, and Michael Stefanko, VP of Development and General Counsel at Ginosko Development, testified in support of SB 417. Questions and discussion followed. The following people submitted a card in support of SB 417, but did not wish to speak: Michelle Brant, representing the Michigan Realtors. Mark Garcia, representing the Michigan State Housing Development Authority. The Chair laid HB 5413, HB 5414 and HB 5415 before the committee: HB 5413 (Rep. Hoskins) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending sections 9, 90g, and 90h (MCL 125.2009, 125.2090g, and 125.2090h), section 9 as amended by 2021 PA 136 and sections 90g and 90h as added by 2017 PA 109. HB 5414 (Rep. Martus) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending sections 90i and 90j (MCL 125.2090i and 125.2090j), as added by 2017 PA 109. HB 5415 (Rep. Filler) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 51f and 711 (MCL 206.51f and 206.711), section 51f as added by 2017 PA 110 and section 711 as amended by 2018 PA 118. Senator Singh, Representative Martus, and Representative Filler testified in support of HBs 5413, 5414, and 5415. Questions and discussion followed. Quentin Messer, MEDC Chief Executive and Economic Competitiveness Officer, and Josh Hundt, MEDC Chief Projects Officer and Executive Vice President of Strategic Accounts, testified in support of HBs 5413, 5414, and 5415. Questions and discussion followed. James Hohman, Mackinac Center Director of Fiscal Policy, testified in opposition of HBs 5413, 5414, and 5415. Lindsay Case Palsrok, VP of Government Affairs at Business Leaders of Michigan, testified in support of HBs 5413, 5414, and 5415. Mike Johnston, Executive Vice President of Government Affairs and Workplace Development for the Michigan Manufacturers Association, testified in support of HBs 5413, 5414, and 5415. The following people submitted a card in support of HB 5413, HB 5414 and HB 5415, but did not wish to speak: Ryan Hundt, representing the Michigan Works Association. Jeff Stoutenburg, representing Dow. Brian Shoaf, representing the Detroit Regional Chamber. Mike Spence, representing the Southeast Michigan Council of Governments. Amy Malner, representing the Metropolitan Affairs Coalition. The following person submitted a card in opposition to HB 5413, HB 5414 and HB 5415, but did not wish to speak: Sarah Anderson, representing the Michigan Freedom Fund. Representative Neeley moved to adopt the meeting minutes from February 6, 2024. There being no objection, the motion prevailed by unanimous consent.
