- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. TYRONE CARTER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 20, 2024 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Tyrone Carter. The Chair requested attendance be called: Present: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Wendzel, Aragona, Bierlein, Neyer. Absent: Rep. Filler. Excused: Rep. Filler. Representative Liberati moved to adopt the meeting minutes from October 24, 2023. There being no objection, the motion prevailed by unanimous consent. Chair Tyrone Carter offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Neeley moved to adopt the proposed Committee rules. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Meuller, Wendzel, Aragona, Bierlein, Neyer. Nays: None. Pass: None. The Chair laid HB 4603 before the committee: HB 4603 (Rep. Liberati) A bill to amend 1937 PA 306, entitled "An act to promote the safety, welfare, and educational interests of the people of this state by regulating the construction, reconstruction, and remodeling of, and the installation of certain security devices at, certain public or private school buildings or additions to those buildings and by regulating the construction, reconstruction, and remodeling of, and the installation of certain security devices at, buildings leased or acquired for school purposes; to define the class of buildings affected by this act; to prescribe the powers and duties of certain state agencies and officials; to prescribe penalties for the violation of this act; and to repeal acts and parts of acts," by amending sections 1, 1a, and 2 (MCL 388.851, 388.851a, and 388.852), section 1 as amended by 2004 PA 510 and section 2 as amended by 2002 PA 627. Representative Liberati explained the changes in the proposed substitute (H-2) of HB 4603. Representative Young moved to adopt substitute (H-2) to HB 4603. The motion prevailed 14- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Wendzel, Aragona, Bierlein, Neyer. Nays: None. The following person submitted a card with a neutral position on HB 4603, but did not wish to speak: Marnie Triemstra, representing the Michigan Department of Licensing and Regulatory Affairs. The following people submitted a card in support of HB 4603, but did not wish to speak: Jennifer Smith, representing the Michigan Association of School Boards. Jarrett Skorup, representing the Mackinac Center. William Miller, representing Operating Engineers 324. The following person submitted a card in opposition to HB 4603, but did not wish to speak: Damian Hill, representing the Associated General Contractors. Representative McFall moved to report out HB 4603 with recommendation, as substitute (H- 2). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tyrone Carter, Liberati, Neeley, Scott, Young, Grant, McFall, Snyder, Wilson, Mueller, Wendzel, Aragona, Bierlein, Neyer. Nays: None. Pass: None. The Chair laid SB 328 before the committee: SB 328 (Sen. Hertel) A bill to require certain standards for certain smoke alarm devices; to prohibit certain conduct and prescribe civil sanctions; and to provide for the powers and duties of certain state and local governmental officers and entities. Matt Black, representing Senator Hertel, testified in support of SB 328. Questions and discussion followed. Erika Scheffer, representing Kidde, a Carrier company, testified in support of SB 328. The following people submitted a card in support of SB 328, but did not wish to speak: Marnie Triemstra, representing the State Fire Marshall. Derek Dalling, representing The Home Depot. Representative Mueller moved to excuse Representative Filler from the meeting. There being no objection the motion prevailed by unanimous consent.
