- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION, MOBILITY AND INFRASTRUCTURE REP. NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, February 20, 2024 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from February 6, 2024. There being no objection, the motion prevailed by unanimous consent. Chair Shannon offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative MacDonell moved to adopt the proposed Committee rules. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. At 10:36 AM, the Chair laid the committee at ease. At 10:42 AM, the Chair called the committee back to order. The Chair laid HB 5151 before the committee: HB 5151 (Rep. Shannon) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 30c. At 10:43 AM, the Chair laid the committee at ease. At 10:44 AM, Majority Vice Chair MacDonell called the committee back to order. Representative Shannon, joined by Sergeant Lamar Kashat, representing the Sterling Heights Police Department, testified in support of HB 5151. Questions and discussion followed. At 10:48 AM, Majority Vice Chair MacDonell laid the committee at ease. At 10:50 AM, Majority Vice Chair MacDonell called the committee back to order. Sherry Carnell, family of Officer Leroy Imus, testified in support of HB 5151. Questions and discussion followed. At 10:55 AM, Majority Vice Chair MacDonell laid the committee at ease. At 10:56 AM, the Chair called the committee back to order. Representative Conlin moved to report out HB 5151 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 5378 and HB 5379 before the committee: HB 5378 (Rep. Prestin) A bill to amend 1980 PA 119, entitled "Motor carrier fuel tax act," by amending section 1 (MCL 207.211), as amended by 2015 PA 178. HB 5379 (Rep. Hill) A bill to amend 1960 PA 124, entitled "An act to create the Michigan highway reciprocity board; to prescribe its powers and duties; to provide for the powers and duties of certain state and local governmental officers and entities; to allow certain reciprocal compacts, agreements, and arrangements; and to repeal certain acts and parts of acts," by amending section 3 (MCL 3.163), as amended by 2022 PA 25. Representative Hill, joined by Cameron Bruno, representing Representative Prestin's office, and Henry Schienebeck, representing the Great Lakes Timber Professionals Association, testified in support of HB 5378 and HB 5379. Questions and discussion followed. The following people submitted a card in support of HB 5378 and HB 5379, but did not wish to speak: Justin Knepper, representing the Michigan Association of Timbermen. Peter Mormon, representing the Michigan Department of Treasury. There being no further business before the committee, Chair Shannon adjourned the meeting at 11:05 AM.
