- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. MATT KOLESZAR CHAIR COMMITTEE MEETING MINUTES Tuesday, February 27, 2024 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Koleszar. The Chair requested attendance be called: Present: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela, Greene, Markkanen, Paquette, Wendzel, Johnsen. Absent: None. Excused: None. Representatives Greene, Paquette and Wendzel joined the committee remotely. Chair Koleszar offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Churches moved to adopt the proposed Committee rules. The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. Koleszar, Churches, Shannon, Weiss, Glanville, Conlin, Edwards, Wegela. Nays: None. Pass: Reps. Markkanen, Johnsen. Representative Conlin moved to adopt the meeting minutes from February 13, 2024. There being no objection, the motion prevailed by unanimous consent. At 9:03 AM, the Chair laid the committee at ease. At 9:07 AM, the Chair called the committee back to order. The Chair laid HB 5025 before the committee: HB 5025 (Rep. Arbit) A bill to repeal 2017 PA 98, entitled "Educational instruction access act," (MCL 123.1041 to 123.1047). Representative Arbit testified in support of HB 5025. Questions and discussion followed. Dan Quisenberry, representing the Michigan Association of Public School Academies, and Kyle Smitley, representing Detroit Prep, testified in opposition of HB 5025. Questions and discussion followed. Jen Rigterink and Melissa Milton Pung, both representing the Michigan Municipal League, testified in support of HB 5025. Carol Finkelstein, representing the West Bloomfield School District Board of Education, testified in support of HB 5025. Questions and discussion followed. Kristen Sonneville-Douglass, representing the Save Roosevelt Community Action Group, testified in support of HB 5025. Janet Kreger, representing the Michigan Historical Preservation Network, testified in support of HB 5025. The following people submitted a card in support of HB 5025, but did not wish to speak: Tammy Daenzer, representing the Michigan Education Association. Matthew Schueller, representing the Michigan Association of Superintendents and Administrators. David Randels, representing Oakland Schools. Mike Latvis, representing the Wayne Regional Educational Service Agency. Dr. Sheryl kennedy, representing the Michigan Department of Education. Judy Allen, representing the Michigan Township Association. Peter Spadafore, representing the Michigan Alliance for Student Opportunity. Brenda Pilgrim, representing the Michigan Association of School Boards. The following people submitted a card in opposition to HB 5025, but did not wish to speak: Brian Broderick, representing the Michigan Association of Non-Public Schools. Paul Stankewitz, representing the Michigan Catholic Conference. Molly Macek, representing the Mackinac Center for Public Policy. Jason Mancini, representing the Michigan Council of Charter School Authorizers. Beth DeShone, representing the Great Lakes Education Project Education Fund.
