NATE SHANNON CHAIR COMMITTEE MEETING MINUTES Tuesday, February 27, 2024 10:30 AM Room 521, House Office Building The House Committee on Transportation, Mobility and Infrastructure was called to order by Chair Shannon. The Chair requested attendance be called: Present: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Absent: None. Excused: None. Representative Farhat moved to adopt the meeting minutes from February 20, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5378 and HB 5379 before the committee: HB 5378 (Rep. Prestin) A bill to amend 1980 PA 119, entitled "Motor carrier fuel tax act," by amending section 1 (MCL 207.211), as amended by 2015 PA 178. HB 5379 (Rep. Hill) A bill to amend 1960 PA 124, entitled "An act to create the Michigan highway reciprocity board; to prescribe its powers and duties; to provide for the powers and duties of certain state and local governmental officers and entities; to allow certain reciprocal compacts, agreements, and arrangements; and to repeal certain acts and parts of acts," by amending section 3 (MCL 3.163), as amended by 2022 PA 25. The following people submitted a card in support of HB 5378 and HB 5379, but did not wish to speak: Henry Scienebeck, representing the Great Lakes Timber Professionals Association. Michigan Forest Products Council. Representative Kunse offered the following amendment to HB 5378: 1. Amend page 4, following line 23, by inserting: "Enacting section 1. This amendatory act does not take effect unless House Bill No. 5379 of the 102nd Legislature is enacted into law.". Representative Outman moved to adopt the amendment to HB 5378. The motion prevailed 13-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. McFall) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 803f (MCL 257.803f), as amended by 2022 PA 143. Representative McFall and Councilman Sean Fleming, representing the Madison Heights City Council and a Veteran, testified in support of HB 5127. Questions and discussion followed. The Chair laid HB 5434 before the committee: HB 5434 (Rep. Glanville) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 114. Representative Glanville and Douglass Voss, representing the Korean War Veterans Association, testified in support of HB 5434. Questions and discussion followed. Representative Miller moved to report out HB 5434 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Shannon, MacDonell, Conlin, Edwards, Farhat, Fitzgerald, Hoskins, Miller, Outman, Roth, Bruck, Kunse, St. Germaine. Nays: None. Pass: None. At 11:02 AM, the Chair laid the committee at ease. At 11:04 AM, Majority Vice Chair MacDonell called the committee back to order. The Majority Vice Chair laid HB 5150 before the committee: HB 5150 (Rep. Shannon) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 208 (MCL 257.208), as amended by 2020 PA 376. Representative Shannon and Thomas Steinbis testified in support of HB 5150. Questions and discussion followed. Melissa Horste, representing the Michigan Department of State, approached to answer questions from members. Questions and discussion followed.
