HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. JULIE M. ROGERS CHAIR COMMITTEE MEETING MINUTES Wednesday, February 28, 2024 12:00 PM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Rogers. The Chair requested attendance be called: Present: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Absent: None. Excused: None. Chair Rogers offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Fitzgerald moved to adopt the proposed Committee rules. The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Nays: None. Pass: None. Representative Glanville moved to adopt the meeting minutes from February 13, 2024. There being no objection, the motion prevailed by unanimous consent. Chair Rogers laid before the committee a presentation on diabetes: the types and causes, its prevalence in Michigan, the results of failing to manage it, and the costs to society and our health care system when affordable treatments are unavailable. At 12:21 PM, the Chair laid the committee at ease. At 12:22 PM, the Chair called the committee back to order. Dr. Arti Bhan, representing the Michigan State Medical Society, gave an overview of diabetes and the medical interventions it requires. Cayley Winters-Norrie, representing herself and diabetes patients, gave a personal account of what can happen when insulin is unaffordable. Questions and discussion followed. The Chair laid HB 4890 and HB 5519 before the committee: HB 4890 (Rep. VanderWall) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending section 9 (MCL 125.2009), as amended by 2021 PA 136, and by adding chapter 8F. HB 5519 (Rep. Conlin) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending section 9 (MCL 125.2009), as amended by 2021 PA 136. Minority Vice Chair VanderWall and Representative Conlin testified together in support of HB 4890 and HB 5519. Questions and discussion followed. Sara Cambensy, representing herself, testified in support of HB 4890 and HB 5519. Allan Coukell, representing Civica Rx, testified in support of HB 4890 and HB 5519. The following people submitted a card in support of HB 4890 and HB 5519, but did not wish to speak: Gary Dougherty, representing the American Diabetes Association. Kris Kraft, representing Blue Cross Blue Shield of Michigan. Kate Dorsey, representing the Michigan State Medical Society. Dave Worthams, representing the Michigan Manufacturers Association. Christine Shearer, representing the Michigan Association of Health Plans. The following person submitted a card in opposition to HB 4890, but did not wish to speak: Peter Fotos, representing PhRMA. The Chair laid SB 249 before the committee: SB 249 (Sen. Hertel) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 20904, 20912, 20950, 20952, and 20954 (MCL 333.20904, 333.20912, 333.20950, 333.20952, and 333.20954), sections 20904, 20912, and 20954 as amended by 2000 PA 375, section 20950 as amended by 2021 PA 25, and section 20952 as added by 1990 PA 179. Representative Rheingans moved to report out SB 249 with the recommendation that the bill be referred to the Committee on Government Operations. The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rogers, Whitsett, Brenda Carter, Haadsma, Neeley, Glanville, Coffia, Conlin, Farhat, Fitzgerald, Miller, Rheingans, VanderWall, Filler, Mueller, VanWoerkom, Roth, Schmaltz, Thompson. Nays: None.
