JASON M HOSKINS CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2024 9:00 AM Room 326, House Office Building The House Committee on Economic Development and Small Business was called to order by Chair Hoskins. The Chair requested attendance be called: Present: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Absent: None. Excused: None. Chair Hoskins offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda. Representative Grant moved to adopt the proposed Committee rules. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller, Tisdel, VanWoerkom, Martin, Roth, St. Germaine. Nays: None. Pass: None. The Chair laid SB 417 before the committee: SB 417 (Sen. Singh) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 44c (MCL 125.1444c), as amended by 2012 PA 345. Representative Coffia moved to report out SB 417 with recommendation. The motion prevailed 8-0-5: FAVORABLE ROLL CALL Yeas: Reps. Hoskins, Grant, Whitsett, Neeley, Liberati, Coffia, Farhat, Miller. Coffia) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 30 (MCL 125.1430), as amended by 1982 PA 506. HB 5031 (Rep. Puri) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 21 (MCL 125.1421), as amended by 2000 PA 257. HB 5032 (Rep. Snyder) A bill to amend 1966 PA 346, entitled "State housing development authority act of 1966," by amending section 44 (MCL 125.1444), as amended by 2017 PA 127. Representative Coffia, Mark Garcia representing the Michigan State Housing Development Authority, and Tonya Coon, Michigan State Housing Development Authority Director of Homeownership, testified in support of HBs 5030, 5031, and 5032. Questions and discussion followed. Nikki Devitt, President of the Petoskey Chamber and Chair of the Northern Michigan Chamber Alliance, testified in support of HBs 5030, 5031, and 5032. The following people submitted a card in support of HB 5030, HB 5031 and HB 5032, but did not wish to speak: Brad Ward, representing the Michigan Realtors. Yarrow Brown, representing Housing North. At 9:27 AM, the Chair laid the committee at ease. At 9:30 AM, the Chair called the committee back to order. The Chair laid HB 5060 and HB 5523 before the committee: HB 5060 (Rep. O'Neal) A bill to repeal 1981 PA 230, entitled "Michigan economic and social opportunity act of 1981," (MCL 400.1101 to 400.1119). HB 5523 (Rep. Glanville) A bill to create the bureau of community services and the commission on economic and social opportunity; to reduce the causes, conditions, and effects of poverty; to promote social and economic opportunities that foster self-sufficiency for low- income individuals; to provide for the designation of community action agencies; to prescribe the powers and duties of certain state departments, the bureau, the commission, and community action agencies; and to require the promulgation of rules. Stephen Martin, Representative Glanville's Legislative Director, Thomas Visco, Program and Policy Manager for Michigan Community Action, and Susan Harding, CEO of Oakland Livingston Human Service Agency, testified in support of HBs 5060 and 5523. The following person submitted a card in support of HB 5060 and HB 5523, but did not wish to speak: Jessica AcMoody, representing CEDAM. Representative Farhat moved to adopt the meeting minutes from February 13, 2024. There being no objection, the motion prevailed by unanimous consent.
